Abstract

Persuasive communication plays a crucial role in enhancing community participation in rural development. This study analyzes the persuasive communication strategies implemented by government officials in Tolonto Raja Pasean Village to increase community involvement in development programs. Three main approaches are used in this strategy: informative, participatory, and emotional. The informative approach aims to provide a clear understanding of the goals and benefits of the programs, while the participatory approach involves the community in planning and decision-making. The emotional approach emphasizes the values of togetherness and mutual cooperation to build a sense of shared responsibility. While persuasive communication can enhance participation, challenges such as differences in education levels, distrust towards the government, and limited communication infrastructure hinder its effectiveness. To overcome these challenges, it is important for the village government to adapt the delivery of information in an easily understandable and more transparent manner. The findings suggest that effective persuasive communication can strengthen the relationship between the government and the community, enhance participation, and support the success of rural development programs.
